    Educational Impacts and Cost-Effectiveness of Conditional Cash Transfer Programs in Developing Countries: A Meta-Analysis

    We meta-analyze for impact and cost-effectiveness 94 studies from 47 conditional cash transfer programs in low- and middle-income countries worldwide, focusing on educational outcomes that include enrollment, attendance, dropout, and school completion. To conceptually guide and interpret the empirical findings of our meta-analysis, we present a simple economic framework on household decision making that generates predictions, all else constant, for the association between certain program context and design characteristics and impact estimates. We also present a simple model for the analysis of program costs, using it to compute cost-effectiveness estimates for a subsample of programs. For all schooling outcomes, we find strong support for heterogeneity in impact, transfer-effectiveness, and cost-effectiveness estimates. Our meta-analytic results of impact and transfer-effectiveness estimates provide support to some—but not all—of the predictions from the household decision-making model.

    El Rol del Director como Promotor de la Formación y Actualización del Docente.

    The objective of this research was to determine the relationship between the role of the Director as a promoter of the training and updating of the teaching staff of the educational institutions of the Mariano Picon Salas  Parish of the Libertador Municipality of the State of Merida. The study was of a descriptive-correlational and field type, with a non-experimental, transectional design. The population consisted of 6 managers and 55 teachers. For the collection of information an instrument was applied, with 31 items with the alternatives always, almost always, sometimes and never on the Likert scale. This was subjected to a process of content validity by the criterion of 3 experts, as well as the Coefficient of Proportion of Range and reliability using the Cronbach’s Alpha coefficient with a value of 0.9836 for the role variable of the Director and 0.9697 for the training and update variable. It is concluded that the directors of the Schools of the Parish Mariano Picon Salas of the Libertador Municipality of the State of Merida show a low identification in their role as promoter of the training and updating to achieve the educational quality in said institutions.

    Actualmente, las alternativas renovables, baratas y ecológicas con respecto a la energía son poco conocidas. La humanidad no se ha molestado en enfocarse en que existen muchas formas de hacer energía renovable ni se ha visto interesada en cambiar nuestros métodos actuales. Por esto, en este documento se da a conocer una alternativa eficaz que se está utilizando en áreas rurales para un beneficio común. Usando solo desechos orgánicos del ganado, se puede conseguir biogás ecológico, que sirve para generar energía limpia y sustentable con este proceso llamado digestión anaeróbica en el que las bacterias descomponen los deshechos y generan el llamado gas metano, que sirve para generar electricidad y ayudar a las empresas. La alternativa que se presenta es una alternativa que permite ahorrar dinero, pues no es una alternativa cara y es muy eficaz para conseguir energía ecológica.

    Prácticas usadas en los colegios de Bogotá para prevenir consumo de sustancias psicoactivas y agresión por estudiantes de secundaria y media

    Este artículo de investigación presenta resultados de un estudio sobre las prácticas usadas por los colegios de Bogotá para enfrentar los riesgos de agresión (física y verbal) y consumo de sustancias (alcohol, cigarrillo y drogas). En la investigación se usaron datos cuantitativos de una encuesta representativa a colegios de la ciudad y datos cualitativos de grupos focales con docentes y directivos docentes. Consideramos cuatro tipos de estrategias: punitivas, normativas, pedagógicas y espaciales. Se encuentra que, para el caso de la agresión, los cuatro tipos de estrategias son usadas. Los rectores reportan un mayor uso de estrategias pedagógicas y normativas que punitivas o espaciales, pero los docentes reportan un uso muy similar de las cuatro estrategias. Los resultados cualitativos se usan para discutir alternativas de política, la clasificación de estrategias y cómo, en muchos casos, esta clasificación tiene matices.

    This article summarizes After Excellence in Education–How to Improve the Quality of Education for all Colombians, a paper recently published by Fun- dacio?n Compartir. At the same time, it answers some criticisms made to the study after its publishing. Specifically, the article attempts to clarify, explain and/ or correct three concerns: methodological issues, the authors’ posture about the role of principals in the quality of education, and the importance of a public policy addressing pedagogical methods.

    Technocrats and Unions in the Politics of Reforming Teacher Careers in Colombia and Peru

    Abstract Beginning in 2002, Colombia was one of the first countries in Latin America to devise a major, meritocratic reform to teacher careers. However, the reform applied only to new teachers, and their numbers grew slowly, reaching around half of teachers by 2020. The reform was slow, but it avoided major conflict with Fecode, the teachers’ union, that ended up negotiating a revised evaluation system in 2015. Reforms in Peru started slowly in 2001. After 2006, technocrats played a larger role in implementing reforms which met several strikes by Sutep, the teachers’ union. Critical to both reform successes was consistent policy implementation by a series of different technocratic ministers of education. In comparative terms, union opposition was muted.
