La idea de una nueva Constitución a través de la asamblea constituyente nació como consecuencia de la guerra del agua, las movilizaciones de febrero y octubre de 2003 y las mayo y junio 2005. Tras la aprobación de la ley de Convocatoria de la Asamblea Constituyente y de realización de un Reféndum autonómico vinculante de marzo del año 2006 y luego de la crisis social muy fuerte, con una división regional, inclusive étnica y social que ha marcado estos últimos siete años | The idea of a new Constitution through the constituent assembly was born as a consequence of the water war, the mobilizations of February and October 2003 and May and June 2005.
