Innovación y transformación de estudios de postgrado: Significado social para el desarrollo de las universidades en contextos internacionales Sur-Sur-Norte

Abstract
En el marco de la cooperación y colaboración sur-sur-norte se ha llevado a cabo un importante proyecto de intercambio científico, académico e investigativo entre la Universidad Mayor de San Andrés (UMSA), Bolivia, y la Universidad de Bremen, Alemania. Esta cooperación internacional ha consistido en la conformación, primeramente de cursos de especialización y una maestría (2005) y posteriormente, hasta nuestros días, de un programa doctoral multidisciplinario, interdisciplinario y no escolarizado con características internacionales. El éxito de estos estudios postgraduales ha tenido que ver, entre otros aspectos, con el compromiso de las instituciones participantes, la colaboración de otros países e investigadores como el caso de Cuba y Venezuela, así como de otras universidades nacionales e internacionales. El presente trabajo pretende mostrar, por un lado, el proceso de desarrollo del programa, los resultados, las experiencias acumuladas y, por supuesto, una nueva concepción innovadora y transformadora de los estudios de doctorado en el ámbito internacional, siempre desde la perspectiva de los procesos de transformación que tienen lugar en Latinoamérica, el Caribe y otras regiones del mundo. Actualmente muchos países latinoamericanos y caribeños se encuentran en procesos de transformación altamente significativos en los diversos ámbitos de la vida política, social, económica y cultural. Tales cambios afectan directa e indirectamente a la educación, la ciencia, la tecnología, la docencia y la investigación, particularmente en el campo de los estudios de postgrado. Después de ocho años de trabajo conjunto y exitoso, hemos considerado importante difundir aún más esta significativa experiencia, la cual ha tenido momentos parciales y finales de evaluación con la finalidad de fortalecerlo, impulsarlo y mantenerlo activo durante los próximos años. Este es uno de los objetivos del presente trabajo, en el cual hemos participado muchos docentes e investigadores de diversos países, especialmente de Venezuela, Cuba, Bolivia y Alemania.
In the framework of cooperation and South-South collaboration - North has been conducted an important exchange project scientific, academic and research between the University Mayor de San Andrés (UMSA), Bolivia, and the University of Bremen, Germany. This international cooperation has been in shaping, first courses specialization and a master's degree (2005) and subsequently, to the present day, a multidisciplinary, interdisciplinary, and non-school doctoral program with international characteristics. The success of these postgraduales studies has had to see, among other things, the commitment of the participating institutions, the cooperation of other countries and researchers such as Cuba and Venezuela, as well as other national and international universities. The present work aims to show, on one side, the process of development of the program, results, accumulated experiences and, of course, a new concept, innovative and transformative of doctorate in international studies, always from the perspective of the transformation processes taking place in Latin America, the Caribbean and other regions of the world. Many Latin American and Caribbean countries are currently in highly significant transformation processes in the various fields of political, social, economic and cultural life. Such changes affect directly and indirectly technology, teaching, education and research, particularly in the field of postgraduate studies. After eightyears of joint and successful work, we considered important to spread further this significant experience, which has had partial moments and end of evaluation in order to strengthen it, promote it and keep it active for years. This is one of the objectives of the present study, in which we participated many teachers and researchers from various countries, especially from Venezuela, Cuba, Bolivia and Germany
