Gestión Educativa
Abstract
En el campo educativo, Bolivia cuenta con innumerables experiencias, tanto en el sector privado como público; empero, las experiencias en el sector público no se dieron a conocer con contundencia, ya que la acumulación de tales experiencias exitosas en este campo durante décadas no se socializaron porque en la escuela se decidía cada vez menos desde las bases y la autoridad se deterioraba cada vez más. Es innegable la necesidad de efectuar grandes cambios en la Gestión Educativa, lo que supone encontrar la identidad misma de la institución "escuela" en busca de su transformación para responder a los nuevos tiempos de cambio. Los paradigmas y modelos están por construirse. Es por eso que en la elaboración del presente trabajo ha sido fundamental el rescate y recopilación de aportes de muchas experiencias, que se adquirieron como parte del diseño y desarrollo de proyectos educativos institucionales; entonces podemos decir que este modesto trabajo está hecho por un maestro para otro(a) maestro(a). En el presente artículo, por un lado se hace una presentación general de los componentes esenciales de una gestión educativa: Principios rectores, Procesos de gestión, Estructura organizativa y Clima institucional; y por otro lado se esboza una propuesta para que el proceso mismo (en cada uno de sus componentes) sean motivo de autoformación, cohesión interna y sobre todo en la fase de la toma de decisiones.
In the educational field Bolivia has extensive experiences in both the private and public sector, however, experiences in the public sector never came forward with conviction, because the accumulation of such successful experiences in this field for decades is not socialized because the school decided less from the grassroots and authority was deteriorated. Undeniably, the need to make major changes in Educational Management, which involves finding the very identity of the institution: the school, looking for its transformation to meet the new times of change. The paradigms and models are to be built. That's why in the preparation of this work it has been critical to rescue the contributions from many experiences that were worked by the construction of two separate institutional educational projects, then we can say that this modest work is done by a teacher to other teacher(s). This paper, first provides an overview of the essential components of educational management: Guiding principles, management processes, organizational structure and institutional climate, and secondly, outlining a proposal for the process itself (in each of its components) are cause for self- learning, internal cohesion and especially at the stage of decision making.
