Del Estado autoritario al Estado democrático neutral

Abstract

El presente documento sostiene que las sociedades, en su proceso de avance evolutivo, se dirigen a la consolidación de Estados nacionales democráticos y neutrales en un contexto de economía de mercado mundial. Se entiende por un Estado neutral aquella democracia representativa que no privilegia a grupo social alguno, y realiza funciones imprescindibles que toda sociedad moderna requiere, como son las de la seguridad, infraestructura y garantía de estabilidad económica, para lo que debe disponer de normas previamente establecidas por su poderes legislativos. Concluye que Bolivia es un país llamado a acelerar este proceso si quiere desarrollar sus potencialidades y alejarse de peligrosas situaciones futuras de descalabro.This paper maintains that the societies, in their development process, are moving towards a consolidation of democratic and neutral states, in a context of a globalized market economy. It is understood by neutral state a representative democracy which does not favor any social group, and which offers the essential functions that every modern society requires (such as security, ¡nfrastructure and the guarantee of economic stability). To achieve chis, the state needs to have a number of rules that were previously established by its legislature. This study comes to the conclusion that Bolivia needs to accelerate this process if it wants to develop its potentials and stay away from dangerous future setbacks.
