Evaluación del cumplimiento del plan anual de fiscalización ambiental 2017 en municipalidades distritales provinciales

Abstract
La fiscalización ambiental es el conjunto de acciones realizadas por entidades públicas para supervisar, controlar y asegurar el cumplimiento de obligaciones ambientales. El objetivo del presente trabajo fue evaluar el grado de cumplimiento del Plan Anual de Evaluación y Fiscalización Ambiental (PLANEFA) 2017 en las municipalidades distritales de la provincia de Leoncio Prado en Perú. Esta investigación se desarrolló bajo un enfoque cuantitativo de alcance descriptivo. El diseño fue transversal y de tipo no experimental, al analizar datos correspondientes al año fiscal 2017 sin intervención en las variables estudiadas. La municipalidad distrital de Mariano Dámaso Beraún alcanzo un 71.79% de nivel de implementación del Plan Anual de Evaluación y Fiscalización Ambiental, seguido por Leoncio Prado con un 65.87% y Luyando obtuvo un 27.27%, Daniel Alomia Robles y Hermilio Valdizan no implementaron su Plan. Se concluye que el cumplimiento del plan de fiscalización está condicionado por factores institucionales clave, como la disponibilidad de recursos presupuestarios, la capacidad técnica del personal y el respaldo político.
Environmental oversight is the set of actions carried out by public entities to supervise, control, and ensure compliance with environmental obligations. The objective of this study was to evaluate the degree of compliance with the 2017 Annual Environmental Evaluation and Oversight Plan (PLANEFA) in the district municipalities of the Leoncio Prado province in Peru. This research was conducted using a quantitative approach with a descriptive scope. The design was cross-sectional and non-experimental, analyzing data corresponding to the 2017 fiscal year without intervention in the studied variables. The Mariano Dámaso Beraún district municipality reached a 71.79% implementation level of the Annual Environmental Evaluation and Oversight Plan, followed by Leoncio Prado with 65.87%, and Luyando obtained 27.27%. Daniel Alomia Robles and Hermilio Valdizán did not implement their plans. It is concluded that compliance with the oversight plan is conditioned by key institutional factors, such as the availability of budgetary resources, the technical capacity of the staff, and political support.
