Abstract
Desde finales de los años 1970, varios países comenzaron a reconsiderar su política de Estado nacional en favor de una política de estado multicultural. En Bolivia, la Reforma Educativa de 1994 busca reforzar la identidad nacional eliminando la diferencia entre educación rural y urbana, y refiriéndose a una educación intercultural bilingüe (EIB) para todos los bolivianos. El objetivo de este estudio es: 1) mostrar la necesidad de un nuevo enfoque a la EIB de Bolivia, tomando en cuenta los movimientos migratorios del área rural al área urbana y el movimiento étnico-regional; 2) plantear el tipo de organización multicultural que debería usar Bolivia y los parámetros necesarios para una exitosa implementación de la EIB; 3) proponer un sistema sustentable de EIB para las áreas suburbana y urbana, teniendo en cuenta a todos los grupos lingüísticos. Nuestra propuesta busca elevar el estatus de las lenguas originarias con respecto al castellano y desarrollar el potencial de las lenguas de los inmigrantes extranjeros como forma de integración mundial.
From the late 1970s, many countries have started shifting from a national state policy towards a multicultural state policy. In Bolivia, the Educational Reform of 1994 aimed at reinforcing the national identity by eliminating the difference between rural and urban education and by referring to an Intercultural Bilingual Education (IBE) for all Bolivians. The objective of this paper is:1) To show the need for a new approach to the IBE in Bolivia, taking into account the migratory movements from the rural to the urban areas and the ethnic-regional movements. 2) To establish the type of multicultural organization that would suit Bolivia, and the parameters for a successful implementation of the IBE. 3) To propose a sustainable system of IBE for the suburban and urban áreas, considering all the linguistic groups. Our proposal aims at elevating the status of the original languages with respect to Spanish and to develop the potential of the languages of foreign immigrants as a form of global integration.
