Evaluación del impacto de la capacitación sobre ética e integridad para funcionarios públicos de Ecuador

Abstract
La capacitación a servidores públicos es esencial para fomentar la transparencia en su gestión administrativa. Esta investigación tuvo como propósito determinar el impacto de la capacitación en ética e integridad a los funcionarios públicos de Ecuador en 2024. Se utilizó un enfoque cuantitativo con diseño cuasiexperimental, incluyendo 75 funcionarios en el pretest y 73 en el postest, como instrumento se aplicó un cuestionario. Los resultados muestran un impacto positivo en la percepción ética de los funcionarios, con un aumento significativo en la reprochabilidad hacia la corrupción y el favoritismo, especialmente en conductas directas o graves, pasando de una media de 6.5 en el pretest a 7.8 en el postest. Las diferencias en los resultados según género, edad y experiencia revelaron que mujeres, jóvenes y funcionarios con menos experiencia mostraron un aumento notable en esta percepción. Se concluye que las intervenciones éticas personalizadas son más efectivas y promueven una cultura de integridad en la administración pública.
Training public servants is essential to promote transparency in their administrative management. This research aimed to determine the impact of ethics and integrity training for Ecuadorian public servants in 2024. A quantitative approach with a quasi-experimental design was used, including 75 officials in the pretest and 73 in the posttest, and a questionnaire was applied as an instrument. The results show a positive impact on the ethical perception of officials, with a significant increase in blameworthiness towards corruption and favoritism, especially in direct or serious conduct, going from an average of 6.5 in the pretest to 7.8 in the posttest. The differences in the results according to gender, age and experience revealed that women, young people and officials with less experience showed a notable increase in this perception. It is concluded that personalized ethical interventions are more effective and promote a culture of integrity in public administration.
