El Chaco no tiene dueño: observaciones al litigio boliviano-paraguayo
Abstract
El presente artículo examina las razones por las que las gestiones diplomáticas emprendidas entre 1879 y 1928 entre Bolivia y Paraguay para dirimir el conflicto territorial por el Chaco Boreal fracasaron en la mesa de negociaciones. Realiza un breve repaso por algunos de los títulos más defendidos por las partes negociantes, y los analiza en el marco del derecho internacional contemporáneo. Revela también las vicisitudes de los negociadores entre sus connacionales, sus rivales foráneos y las trabas e intereses partidarios de ambos países, que, de haberse entendido, podrían haber evitado la guerra.
This article examines the reasons why diplomatic contact initiated from 1879 to 1928 between Bolivia and Paraguay to resolve the territorial conflict over the Boreal Chaco failed at the negotiating table. It briefly reviews over some of the most defended titles by the negotiating parts, and analyzes them on context of contemporary international law. It also reveals the vicissitudes of the negotiators among their nationals, their foreign rivals, the obstacles and partisan interests of both countries which, if they would had understood, could have avoid the war.
