"Corrupción" Más allá del moralismo

Abstract
Los escándalos sobre "corrupción" en todos los niveles del Estado boliviano son habituales y, hasta la fecha, ninguna ley ha sido efectiva para reducir su frecuencia. Se propone que esto se debe a que se ha unido bajo el nombre de "corrupción" diversas acciones fuera de la ley, cuyas causas y posibles remedios son distintos. Los que critican la "corrupción" expresan denuncias morales antes de analizar a los actores y las condiciones sociológicas de estas acciones. Es necesaria una investigación amplia y sin prejuicios para identificar los diferentes tipos de acciones y sus contextos como prerrequisito para establecer remedios que puedan reducir su ocurrencia.
The "corruption" scandals are habitual at all levels of the Bolivian state and, to date, no law has been effective in reducing their frequency. The proposal is that this is due to uniting under the label of "corruption" diverse actions outside the law, whose causes and possible remedies are distinct. Those who criticize "corruption" express moral outrage rather than analyzing the actors and the sociological contexts of these actions. An ample investigation is required in order to identify the different types of actions and their contexts as a prerequisite for the establishment of remedies which could reduce their occurrence
