Abstract

This article examines how the Land Use Law in the Municipality of La Paz influences the design of housing units resulting from real estate development and its influence on the real estate market. It focuses on the implications of speculation and urban regulations on land values ​​and real estate rents. The case study addresses two areas of La Paz, Bolivia, where two settlement patterns are observed that have been determined by the Land Use Law. The research examines the implementation of the zoning rules established in this law, their impact on land values, and the incentives they generate for the development of real estate projects. It also explores how these factors influence access to land and the way housing is built. The analysis demonstrated that urban interventions and land speculation processes generate an increase in real estate rents, which in turn limits equitable access to housing, without generating changes or benefits in the urban structure.
