Gestión de riesgos en la eficiencia operativa: una revisión conceptual de marcos y aplicaciones organizacionales

Abstract
La gestión de riesgos operativos ha evolucionado hacia un enfoque estratégico integral que constituye un pilar fundamental para la optimización de la eficiencia organizacional contemporánea. Esta revisión conceptual analiza los marcos teóricos, dimensiones conceptuales y aplicaciones prácticas de la gestión de riesgos orientada a la eficiencia operativa, basándose en evidencia empírica de organizaciones públicas y privadas de diversos sectores. Mediante análisis conceptual de 26 fuentes científicas publicadas entre 2008-2024, se identificaron tres dimensiones fundamentales: Gestión Integral de Riesgos Operativos, Optimización de Procesos y Controles, y Monitoreo y Adaptación Organizacional. Los marcos conceptuales analizados demuestran aplicabilidad transversal con adaptaciones sectoriales específicas, revelando beneficios significativos en la identificación proactiva de riesgos, optimización de recursos organizacionales, fortalecimiento de resiliencia institucional y mejora en la toma de decisiones. Se concluye que los marcos de gestión de riesgos operativos constituyen herramientas estratégicas universalmente aplicables que requieren adaptaciones contextuales específicas según las características organizacionales, sectoriales y ambientales particulares.
Operational risk management has evolved into a comprehensive strategic approach that constitutes a fundamental pillar for optimizing contemporary organizational efficiency. This conceptual review analyzes the theoretical frameworks, conceptual dimensions, and practical applications of risk management aimed at operational efficiency, based on empirical evidence from public and private organizations across diverse sectors. Through a conceptual analysis of 26 scientific sources published between 2008 and 2024, three fundamental dimensions were identified: Comprehensive Operational Risk Management, Process and Control Optimization, and Organizational Monitoring and Adaptation. The analyzed conceptual frameworks demonstrate cross-cutting applicability with specific sectoral adaptations, revealing significant benefits in proactive risk identification, optimization of organizational resources, strengthening of institutional resilience, and improved decision-making. It is concluded that operational risk management frameworks are universally applicable strategic tools that require specific contextual adaptations based on particular organizational, sectoral, and environmental characteristics.
