Abstract

This essay proposes to justify, from the socio-political point of view, the expansion project of health services of the Institute of Social Welfare of Professors of the University of Los Andes (IPP-ULA), in the city of Merida, Venezuela. This in a context characterized by a deep political, economic and social crisis, in view of the failed state model proposed by the Socialism of the XXI Century, which has led to the breach of the constitutional obligation of the Venezuelan State to provide the population with the fundamental right to health. In these circumstances of helplessness and humanitarian crisis, organized civil society is in need of filling the gap left by the State, in a social policy as important as health. Thus, from a non-profit Social Foundation such as the IPP-ULA, a project that provides, directly, comprehensive health care to university professors and his family it is proposed. The idea is to create a whole network of health services, seeking to integrate the three classic levels of attention: the primary, composed of health promotion and disease prevention; secondary, related to timely and quality health care; and the third level, referred to rehabilitation.
