La construcción del maestro boliviano y la “mejora de la raza”: un estudio sobre las políticas educativas durante el gobierno liberal de Ismael Montes

Abstract

This essay makes an analysis of the different educational measures regarding the training of teachers in Bolivia during the two periods of government of Ismael Montes, 1904 to 1909 and 1913 to 1917, being one of the first to contribute to the consolidation of this sector. Montes is part of the educational project of the liberal governments of the early twentieth century, which aimed to lead the country to the path of progress. This, at the same time, was based on the intention of forming a new Bolivian human being. Thus, it was necessary to start with a reform that involved teachers. This text addresses the following topics: a review of liberalism, the influence of Darwinism on this doctrine, liberal guidelines applied in Bolivia with a view to “improving the race” and Ismael Montes’ educational policies.
