Abstract
El documento analiza la equidad en la asignación del gasto público, con el propósito de determinar el grado de desequilibrio vertical y horizontal, que constituyen los principales argumentos para las transferencias intergubernamentales. Además, evalúa cómo está influyendo esta asignación en el rendimiento escolar. Los hallazgos sugieren que la política de financiamiento de educación escolar debería considerar algunos resultados educativos, como rendimiento académico o tasa de término, como criterios para las transferencias intergubernamentales. Asimismo, se debería introducir políticas educativas compensatorias para promover la igualdad de oportunidades y contrarrestar los factores negativos que afectan al rendimiento escolar.
The paper analyzes the equity of public school expenditure with the purpose of determining the degree of horizontal and vertical imbalance that constitutes the main arguments for intergovernmental transfers. Besides, it evaluates how this allocation is influencing school performance. The findings suggest that the school finalice policy should consider education out-comes, such as academic performance or completion rate, for intergovernmental transfers. Likewise, to promote equal opportunity, compensatory educational policies should be introduced to counteract the negative factors that affect school performance.
