Abstract
El Tribunal Constitucional de Bolivia, ahora denominado Tribunal Constitucional Plurinacional, es un órgano indispensable del ordenamiento jurídico boliviano ya que busca la protección de la Constitución como máximo objetivo. Es en éste afán que dicho tribunal ha incorporado por la vía jurisprudencial una figura jurídica que se denomina inconstitucionalidad por omisión, en el presente trabajo de investigación se observará su paulatino proceso de inclusión, de esta manera se presenciará el nacimiento de una institución jurídica
The Constitutional Tribunal of Bolivia, now called, Plurinational Constitutional Tribunal, is a necessary organ of the Bolivian law system given its main goal: the protection of the Constitution. Is inthis main objective that this Tribunal has incorporated by jurisdictional precedent a juridical figure called unconstitutionality by omission, in the present paper the process of its progressive inclusión will be observed, as it will reveal the birth of a new constitutional law institution
