Abstract
La presente investigación examina la influencia de la ética de los funcionarios públicos y de la gestión en la administración pública sobre la modernización del Estado. Este estudio se sustenta en un enfoque cuantitativo y utiliza herramientas teóricas y metodológicas para establecer la relación entre estas variables y la calidad de los servicios públicos, especialmente en áreas clave como educación y salud. Para analizar el El ROE también cayó de 24.75% a 19.24%, pero subió a 26.79% y 22.40% con intereses. El análisis adicional indica que el control de pagos impacta la rentabilidad: las compras totales bajaron 13.30%, y las a crédito subieron 2.10%. La eficiencia en pagos disminuyó 3.02%, incrementando las cuentas por pagar un 35.58%, lo que impacta negativamente la rentabilidad. El control de pagos y la rentabilidad son esenciales para optimizar recursos, asegurar liquidez y mejorar la eficiencia financiera empresarial.
This research examines the influence of the ethics of public servants and management in public administration on the modernization of the state. This study is based on a quantitative approach and uses theoretical and methodological tools to establish the relationship between these variables and the quality of public services, especially in key areas such as education and health. To analyze the phenomenon in the national context, statistical methods are used to interpret empirical data representative of reality. The methodology combines theoretical analysis techniques (analysis, synthesis, induction and deduction) with logical and historical tools that provide a solid basis for the collection and validation of information. The results confirm a statistically significant relationship between ethics and public management with the modernization of the State, evidenced in indicators such as the Nagelkerke coefficient (0.723) and a significance of p=0.000 (p<0.05).
