Eficiencia y eficacia del gasto público en gobiernos regionales: análisis desde la revisión de literatura
Abstract
El presente estudio tiene como objetivo analizar la eficiencia y eficacia del gasto público en gobiernos regionales mediante una revisión sistemática de literatura. Utilizando la metodología PRISMA, se seleccionaron ocho artículos relevantes publicados entre 2019 y 2023, exclusivamente de la base de datos Scopus. Los estudios revisados abarcan diversos sectores, como salud, educación, medio ambiente y gestión de desastres, destacando la importancia de la transparencia fiscal, la incorporación de tecnologías avanzadas y la asignación estratégica de recursos. Los resultados revelan que una adecuada gestión del gasto público fomenta la confianza ciudadana, mejora el bienestar social y fortalece la resiliencia comunitaria. Sin embargo, se identifican desafíos como la corrupción, las limitaciones tecnológicas y la falta de estrategias de largo plazo en contextos interregionales. Se enfatiza la necesidad de adoptar herramientas de auditoría, fortalecer los mecanismos de transparencia y priorizar inversiones en sectores clave. Este análisis proporciona recomendaciones prácticas para optimizar el uso de recursos públicos y promover una gestión responsable y sostenible en gobiernos regionales.

Using the PRISMA methodology, eight relevant articles published between 2019 and 2023 were selected exclusively from the Scopus database. The reviewed studies cover various sectors such as health, education, environment, and disaster management, emphasizing the importance of fiscal transparency, the integration of advanced technologies, and strategic resource allocation. The results reveal that proper management of public spending promotes citizen trust, enhances social well-being, and strengthens community resilience. However, challenges such as corruption, technological limitations, and the lack of long-term strategies in interregional contexts are identified. The need to adopt audit tools, strengthen transparency mechanisms, and prioritize investments in key sectors is emphasized. This analysis provides practical recommendations to optimize the use of public resources and promote responsible and sustainable management in regional governments.
